The files are being hosted via Akamai and APNIC which your ISP is likely flagging due to P2P being a common method for which torrents are downloaded. The issue is pretty simple as it took me almost a month to figure it out. It's not an issue with the registry, the harddrive, etc. If multiple people are having the exact same issue at the exact same spot with the exact same product then clearly there's an incompatability between said product and the makeup of the machines the product is being installed to. There's a hundred plus posts on this forum advising you not to do this. You're literally stating the problem is you keep attempting to verify the cache and start over from the beginning. So, I let it go and around 8.6Gb it failed again. After downloading around 16Gb from Steam, the launcher STILL wanted 16Gb. Look, another 7.7Gb to download? Ok, really weird. Just for giggles, I had another system here that I brought online with a fresh Windows 10 install. I'm still not done with the download but at least it is still moving, so I thought you all might want to try this step. It cruised right past the 450-480MB mark where it had been returning download errors. I reopened the launcher and started up the download again.
